TUESDAY, SEPTEMBER 13, 2022
PUBLIC NOTICE IS HEREBY GIVEN of a Special School Election on behalf of both the Edgewood Colesburg Community
School District, in both Delaware and Clayton Counties and the Maquoketa Valley Community School District, in Delaware
County, to be held on Tuesday, September 13, 2022. Polls will be open from 7:00 a.m. until 8:00 p.m. Please read this notice
carefully to determine your correct voting location. If you are unsure of your voting precinct for this election, please contact the
Delaware County Auditor (Delaware County Precincts) at (563) 927-4701 or the Clayton County Auditor (Clayton County
Precincts) at (563) 245-1106.

Qualified voters living in the Edgewood-Colesburg Community School District
residing in Elk, Mallory and Volga Townships.

Pre-registered voters are now required to provide an approved form of identification at the polling place before receiving and
casting a regular ballot. Voters who are not pre-registered (such as voters registering on Election Day, and voters changing
precincts), must also provide proof of residence. The following documents can be used as proof of residency if they contain your
name and current address and are current within 45 days of this Election: Residential lease, utility bill, bank statement, paycheck,
government check or other government document, or a property tax statement (current within 45 days of final payment due date).
Voters who are unable to provide an approved form of identification (or prove residency if required), may have their identities
attested to by another registered voter in the precinct, or have the right to cast a provisional ballot. Attesters must also provide an
approved form of identification. For additional information about providing proof of identity and/or residency, you may visit the
Secretary of State’s website at https://sos.iowa.gov/voterid, or contact the Delaware County Auditor’s Office at (563) 927-4701 or
the Clayton County Auditor’s Office at (563) 245-1106.
Pre-Election Day voter registration for this election closed on Monday, August 29, 2022 at 5:00 p.m. It was highly
recommended that those persons wishing to vote in this election should have pre-registered on or before the August 29 th deadline.
However, eligible persons have the right to register to vote and cast a ballot on Election Day if they are able to provide proof of
both their identity and residency at the polls. Please bring a valid and current photo ID, which has an expiration date listed. If the
address on your photo ID is not current, you will need to provide proof of residency.
The last day to request an absentee ballot by mail was Monday, August 29, 2022 at 5:00 p.m. However, In-person absentee
voting is available at the Delaware County Auditor’s Office or Clayton County Auditor’s Office thru 4:30 p.m. on Monday,
September 12, 2022.
All polling places designated for use in this election are accessible to persons with disabilities. Any voter who is physically unable to
enter a polling place has the right to vote in the voter’s vehicle. For further information, please contact the Delaware County
Auditor’s Office by phone at (563) 927-4701 or the Clayton County Auditor at (563) 245-1106.
Voting equipment to be used in this election will be tested and certified in Delaware County on Friday, September 9, 2022 at 9:00
a.m. in the courthouse lower level located at 301 E Main Street, Manchester, Iowa and was previously tested in Clayton County on
August 29, 2022. The public is invited to attend.

Shall the Board of Directors of the Edgewood-Colesburg Community School District in the Counties of Clayton and Delaware,
State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed
$12,555,000 to provide funds to remodel, repair, improve, and equip the Elementary School facility, including HVAC
improvements; to build, furnish, and equip additions to the Junior/Senior High School facility, including a new gym and new
space for career and technical education, with related remodeling and improvements, safety and security upgrades, and site
improvements, including relocation of the main entrance and drop-off and pick-up areas?

Shall the Board of Directors of the Maquoketa Valley Community School District, in the County of Delaware, State of Iowa, for the
purpose of purchasing and improving grounds, constructing schoolhouses or buildings and opening roads to schoolhouses or
buildings; purchasing of buildings; purchase, lease or lease-purchase of technology and equipment; paying debts contracted for the
erection or construction of schoolhouses or buildings, not including interest on bonds; procuring or acquisition of libraries; repairing,
remodeling, reconstructing, improving, or expanding the schoolhouses or buildings and additions to existing schoolhouses;
expenditures for energy conservation; renting facilities under Iowa Code Chapter 28E; purchasing transportation equipment for
transporting students; lease purchase option agreements for school buildings or equipment; purchasing equipment authorized by
law; or for any purpose or purposes now or hereafter authorized by law, be authorized for a period of ten (10) years, to levy
annually, a voter-approved physical plant and equipment property tax not to exceed Sixty-Seven Cents ($.067) per One Thousand
Dollars ($1,000) of the assessed valuation of the taxable property within the school district commencing
with the levy for collection in the fiscal year ending June 30, 2024, or each year thereafter?
